Panel 1 - New ways for the Financing of Small and Medium Enterprises (SMEs) and the Challenges of Crowdfunding. (15:30 to 17:15)

The economic and social importance of SMEs makes them critical to global innovation, job creation, and long term economic growth. However, SMEs often face limited access to financing, particularly through the securities markets, due to a number of factors, including market size, lack of adequate corporate governance practices and other related risks. To overcome these obstacles, the securities markets must be developed to play a strategic role for SMEs. This will require a number of steps, including developing an appropriate regulatory framework, ensuring transparency in all facets of capital raising and ensuring a high level of investor protection. In this context, the new information technologies that have proliferated in the past few years have given rise to innovative financing and investment techniques such as crowdfunding. This panel will discuss these financing challenges and how mechanisms such as crowdfunding can contribute to long term capital raising by SMEs.

Panel 2 - Investor Protection and Education - Effective ways for improving Investors’ knowledge and capability (9:00 to 10:45)

Securities markets will only function properly if investors have trust and confidence in intermediaries, market infrastructures and other stakeholders. Building this trust and confidence requires a strong supervisory and regulatory framework, market transparency, and strong investor protection standards. Without these fundamental elements, economic development will likely be stifled. However, it is important to develop effective standards, taking into account local characteristics, particularly when seeking to improve investors’ knowledge and capabilities. Indeed, investor education is essential for market growth and development, and it is a challenge that policymakers must address. This panel will discuss how various countries approach the topic of investor education, what techniques are effective and the lessons learned.

Panel 3 – Market Integration - Challenges and benefits for stock exchanges, capital markets and for regulators - what to do and how to do it (11:15 to 13:00)

The globalization of markets and investors’ search for liquidity, market efficiency and lower transaction costs have all helped spur numerous initiatives around the world aimed at integrating stock exchanges and improving market competitiveness. At the same time, however, market integration requires participating exchanges to have the proper technological infrastructure to facilitate trading, adopt the highest standards of transparency and information access, and implement a supervisory program that gives priority to market integrity. This panel will discuss not only the various benefits that come with market integration, but also the challenges and how these challenges are being addressed.

Panel 4 – Risk and challenges faced by Capital Markets regulators and participants. Opportunities and challenges of Fin Tech, including the “blockchain”, their impacts and what the priorities are. (15:00 to 16:45)

The rapid development of new financial technologies has attracted a growing number of investors to the securities markets. It also has given rise to new platforms and other trading venues based on increasingly complex technological systems and trading applications. These new technologies pose fresh risks to investor protection, market transparency, and data and operational security. Regulators need to work closely with exchanges and other market participants to address these challenges and ensure reliable and transparent markets and to safeguard market integrity. Similarly, market participants have become increasing reliant on a new class of financial technologies, e.g., online networks, machine learning/artificial intelligence, big data analytics, and robo-advisors. This panel will discuss the growing risks and challenges of financial technology and the tools and new powers regulators will need to mitigate the potential risks of these new trends while also supporting markets and their participants to reap the potential benefits.
