Wave 1: November 2024

Shining the light on IOSCO’s policy work on key retail market conduct challenges.

  • Finfluencers – Establishing good practices to manage the potential risks on retail investors that may stem from Finfluencer activity, while also recognizing the value some of them can provide in reaching new investor demographics with important financial insights.
  • Copy Trading – Setting good practices for platforms that allow investors to replicate trades from other investors, with a focus on encouraging responsible and informed trading behaviors.
  • Digital Engagement Practices – Setting good practices to address issues related to digital marketing, gamification, and other engagement techniques. These practices will help protect investors while allowing them to benefit from user-friendly platforms that can facilitate financial inclusion.

  • Launch new unauthorized entity warning system

As well as sharing IOSCO’s recommendations on Broker Dealer Conflicts of Interest, we engage directly with Internet Service Providers (ISPs) to encourage collaboration on combating online fraud. During this wave, we will introduce an enhanced Unauthorized Entity Warning System 2.0; an information sharing system for regulators worldwide to identify unauthorized entities quickly and effectively.

  • Publication 3 x FINAL Reports

Turning our attention to education, which lies at the heart of this Roadmap, we offer a joint roundtable discussion with the OECD on key retail investor themes. We also publish FINAL reports from Wave 1.

Wave 4: October 2025

  • 9th edition of World Investor Week 2025

Continuing with our education theme and leading into the 9th edition of IOSCO’s World Investor Week (WIW), we will campaign our learnings and offer a host of educational events via more than 100 jurisdictions who come together each year in support of financial education and literacy.

Wave 5: November 2025

  • Publication FINAL report on Broker Dealer Conflicts of Interest
  • Summary of Impact

Concluding our year-long campaign to support retail investor online safety, we publish our last Final Report from Wave 2. We summarize and highlight all IOSCO’s initiatives and accomplishments throughout the year in support of retail investors and point to the future.
