5th IOSCO/PIFS – Harvard Law School Global Certificate Program for Regulators of Securities Markets – Phase II, Virtual, 13-17 December 2021
IOSCO and the Program on International Financial Systems at Harvard Law School (PIFS-HLS) jointly developed this two-phase program to offer IOSCO members an executive education program that is exclusively tailored for regulators of securities markets. Attendees have up to three years to complete both phases of the Global Certificate Program. Successful attendees will be awarded a joint certificate of participation issued by IOSCO and PIFS-Harvard Law School. Also, IOSCO members may attend any part of the program on a non-certificate basis. This year marks the 5th edition of the program which was inaugurated in 2016.
Phase I, hosted by IOSCO, consists of three components: online learning materials; an in-person module on regulation; and an in-person module on compliance. Under normal circumstances, the in-person modules are conducted at IOSCO´s premises in Madrid (Spain) and cover the fundamentals and intricacies of securities regulation and compliance. This year, Phase I was delivered in a virtual format and consisted of virtual live sessions held on 14-17 June 2021, as well as pre-recorded on-demand presentations and other online content. These sessions were delivered primarily by current or former securities regulators.
Phase II, hosted by PIFS-HLS, consists of a one week-long in-person module that, under normal circumstances, is conducted on campus at the Harvard Law School in Cambridge (Massachusetts, US). This year, Phase II will be delivered in a virtual format consisting of virtual live sessions to be held from 13-17 December 2021. This one week-long session will examine current and future regulatory challenges and emerging issues and will be delivered by leading academics, securities regulators and public policy makers.
While any IOSCO member employee may attend the program, it is specifically designed for regulatory staff with strong leadership potential and approximately five to seven years of regulatory experience.

IOSCO AMCC Webinar on “Securities and Derivatives Clearing and the Role of CCPs”

The IOSCO Affiliate Members Consultative Committee (AMCC) is pleased to invite all IOSCO members to its webinar on “Securities and Derivatives Clearing and the Role of CCPs.” We have seen the growing importance that central counterparties pose on the efficient functioning of the global and local financial systems during these years. In particular, for keeping them efficient, fair, and transparent. This webinar will feature three topics. The first one will focus on the fundamentals of the clearing and CCPs, including the clearing function of CCPs, their roles and characteristics, and the collateral involved. Attendees will discuss on why and how central counterparties are critical for economic growth for all economies and notably in emerging markets. The second topic will present the key regulatory highlights of the IOSCO-CPMI Principles for Financial Markets Infrastructures. Under the third topic, a regulator will share with the attendees its lessons learned in implementing the PFMIs.

The IOSCO Technical Assistance Workshop on Developing Enforcement Manuals for the European region will be delivered in a virtual format on 19 and 20 October 2021. This 2-day Workshop aims to be a practical discussion with regard to different approaches taken with respect to enforcement manuals and to constitute a venue for sharing experiences in implementing such manuals so far. The Workshop builds on the ERC targeted technical assistance on enforcement manuals and is addressed to growth and emerging markets jurisdictions in the European region. IOSCO MMoU Virtual Training Workshop, 22-23 March 2021
The IOSCO MMoU Virtual Training Workshop on “The Use of the IOSCO MMoU in Enforcement Cooperation: The MMoU in Practice” will be delivered in a virtual format on 22 and 23 March 2021. This 2-day Workshop, targeted at MMoU signatories and members who expect to sign soon, will focus on the MMoU practicalities with a view to providing a guide on how the IOSCO MMoU helps in international cooperation in enforcement matters and how to address the common practical issues in the use of the MMoU. Moreover, the workshop will cover two thematic issues which arose from the 2018 and 2019 MMoU MG surveys.
